國民小學校長行政決定方式、溝通型式及

其決定效能之研究

摘要

  本研究旨在了解國民小學校長行政決定的方式、決定時的溝通型式,以及其決定效能等,並據以提出結論與建議,期能提供國民小學校長及行政人員從事學校行政工作時之參考。具體目的有四:一、了解國民小學校長在不同行決定範圍之行政決定方式與效能; 二、了解國民小學校長行政決定之溝型式; 三、分析國民小學校長行政決定方式及決定之溝通型式的關係; 四、根據研究結果,提出具建議,供作國民小學校長作決定及從事溝通時之參考,藉以提高學校行政效能。

  為達上述目的,本研究首先探討行政決定性質、方式;其次分析溝通的概念、型式;最後探討行政決定效能之評量與分析。經由上述之探討與分析,作為本研究之理論基礎,並據以自編「國民小學校長行政決定及溝通行為調查問卷」實施問卷調查。分別以次數分配、卡方考驗及單因子變異數分析等統計方法進行分析。

  本研究經由統計分析,獲行下列幾項主要的研究發現:一、整體而言,國小校長決定方式以「授權式的決定」最多、其次為「集會式的共同決定」、再其次「自我協商」及「單向接受」的溝通型式為;作決定後則大多運用「理服」的溝通型式。三、國小教師認為各個學校行政事務之決定能達成學校預期目標的程度,介於「大致達成」與「一定達成」之間,顯示決定之合理性程度頗高。四、國小教師認為學校同仁對各個學校行政事務之決定的接受程度,介於「大致接受」與「一定接受」之間,顯示決定被接受程度頗高。

  根據前述之研究發現,歸納下列五項結論: 一、國小校長作決定時較常運用授權式及集會式的決定方式,以增加學校同仁參與決定的機會; 二、國小校長作決定前較常運用雙向開放、自我協商及單向接受的溝通型式; 三、國小校長作決定後多運用理服的溝通型式; 四、國小校長行政決定之效能頗高; 五、國小行政決定效能與校長之決定方式、決定前及決定後之溝通型式有密切關聯。

  根據上述之結論,本研究對下列四種對象提出建議: 一、國民小學校長; 二、國民小學教師; 三、師資培育與訓練機構的建議; 四、對未來研究的建議。

 

 

 

 

A Study on Elemetary Principals' Decision-making Styles and Communication Styles, with Relations to their Effectiveness of Decision-making

Abstract

  Purpose. The purpose of this study was to understand the decision-making styles and communication styles of elementary principals, and their effectiveness of decision-making.

  Mehtodology. A questionnaire was used which included three parts to assess elementary school teachers' perceptions of their principals' decision-making styles' communication styles and decision-making effectiveness. Data were analyzed using frequencies, chi-square, analysis of variance and t-test.

  Results. The major findings of this study were summarized as follows: 1.When elementary principals made decisions, they often used [delegate] or [meeting] decision-making style. 2. Before elementary principals made decisions, they often used [two-way]+[self-bargaining] or [one-way accept] communication style. 3.After elementary principals made decisions, they often used [interpretation] communication style. 4.The decision-making effectiveness of elementary principals was relatively high. 5.There were significant relationships between principals' decision-making effectiveness and their decision-making style and communication style.

  Suggestions. Some suggestions based of findings of this study were made for elementary principals, elementary teachers, teachers training and teaching and teaching and teaching institutions. Recommendations for further research were also made.
